PlanetNeverWinter has news info and quotes forum postings and this was noted and mentioned to me tonight.

Scroll down and look for the heading "On release of a Baldur's Gate Toolset" at this page:

Portrait Browser v1.0.0 released
Wednesday, May 23, 2001 [11:40 PM PDT] KenTeamBG

This web application allows you to access custom portrait sites by either running the file from the server or downloading the program and running it from your computer. The Portrait Browser requires that you have MSIE 5.0 or newer on your computer as it uses MSIE to power its web browsing capability.

This Portrait Browser program (and the program only) is hosted by the TeamBG Network. Its creator tells me to expect more capabilities and 'features' in the future.

Simply click on the "Custom Portraits" link on the menu to the left.

Enjoy!
